Andy: There are several lists for list admins and all but listowners-L is open to non-admins to discuss list issues. Listowners-L is only open to admins for a variety of reasons. List admins need a place to discuss issues that may not be suitable (and certainly not necessary) for non-admins. It simply isn't feasible for non-admins to need to be a part of such discussions -- but they can follow the discussion by reading the list archives.
