I don't know if it will be much help but Welsh people moving into England had to have a surname, in Wales they went by one name with a description.
Powell is made up of "ap Howell" which is and was a method of identification in Wales, so that you had Evan ap Saul ap Howell etc.
Howell is a mid to north Wales name.
