Once someone is found in the index, such as HOWELL, Harvey, 131, HOWELL, H B, 81, HOWELL, Phillip, 59, how are the newspaper pieces then located?

What newspaper did they appear in?

Are we able to write to Crawford Co. AR for copies of the articles, or are we suppose to purchase some publication with these entries in it?
