I have a document that is the Certificate of Exemption for Charles Thomas Harman from the Worcester School Board. This certificate is dated 25 May 1900 and allows Charles stop attending school. Born in London in 1884 and not having any immigration (to the US) info we are not certain if this certificate was issued from a school in England or in the US. The address gives Charles' residence as 15 Bowling Green Terrace.
Does anyone have any help regarding the location of the school board and the address? England or US?
