Delayed Birth Certificate

I am also looking for a delayed birth certificate for my grandfather. My grandfather was born in Cache Township, Jackson County, Arkansas on Aug. 1, 1909. I sent a request to the state in Feb. of this year. I received a letter back saying no records before 1914. The letter said I could apply for a delayed birth certificate, however if that person was deceased, a delayed birth certificate could not be filed. Is there anything else I can do? I know he was enlisted in the military three times. Twice in the Army and once in the Marines. I have a copy of his military records. Unfortunately, it seems that my grandfather used two different names and I'm not sure which is his true birth name. I find him in the 1910 census as Luine, or Louis Edgar Brown. In 1920 census it was just Edgar Brown. In 1926 he joined the Army in Kansas with the name Edgar L. Brown. He was discharged 5 mouths later when they found out he was a minor. Then he joined the Army again 1927 in Arkansas,using the name Cecil Morgan. Then in 1932 he joined the Marines as Cecil Morgan, and was discharged in 1935. It would seem that at some point the government would have required a birth certificate.

Is there anyway you can help me figure this all out? I am out of ideas.....Thank you
