Royal Artillery Service Records for 1891 and 1901

My Ancestor Arthur Herbert Hardy
Born: 1864 Northfleet, Kent, England
In the 1891 UK Census Age 25 he is listed in England Census > Essex > South Shoebury > District Shoeburyness Barracks, as a gunner LA.
The first page for the census district says that this Barracks was occupied by the Royal Artillery.
The problem I have is that he does not appear anywhere in the 1901 England census that I can find. Also I cannot find he listed in the normal English Death Register.
I wondered if I could find out about his carrer in the Royal Artillery. When he joined, where he served, if he died in service etc. I looked up on the internet about the Royal Artillery but could not really understand from the information whether service records for those around 1891 and 1901 are still available. Does anyone happen to know how I can find this information?
I thought that maybe he had served and died abroad.
I have no regiment number listed in the census, only his name.
Also what does Gunner LA means?
