Now completely confused

I thought it was a given that if two segments overlapped on a Chromosome but didn't match each other that meant that one party came from your maternal side and the other from your paternal side.
How do I interpret this?
My paternal cousin has the following on Chromosome 13

Match A (Start 19911995 - End 23841905)
Me (Start 19911995 - End 36997921)

Match A and I do not match each other according to Gedmatch. If I were my paternal cousin I would think that Match A matched her on her maternal side as she knows I match her on her paternal side.

When I go to my own Gedmatch matches I see

Match A (Start 17956717 - End 24133807)
My paternal cousin ( Start 19911995 - End 36997921)

Match A and me do match each other according to Gedmatch

What is this saying to both me and my paternal cousin, I would really appreciate an insight.
