Ships lost at sea

Hello
I was wondering if anyone can enlighten me as to the procedure involving men lost at sea. In particular Im thinking of men who worked on fishing and merchant vessels in the 19th C. Were death certificates issued once there was a presumption of death and if so how long did this take. Did a death certificate have the presumed death date on it or the date a person was declared dead?
Many thanks for any information.

One of my ancestors was lost at sea in 1897. Not only him but his ship and all the crew were never seen again. No body so no death certificate. It is different if someone died on board a ship or overseas. There are other registers to covers these types of events.
