You didn't mention the age of Joseph KELLY, or when he might have left Liverpool and come to Halifax. Since you are talking about the timeframe of 1900, I'm wondering if your Joseph KELLY could have been a "British Home Child."
I just checked one BHC data base, and there were 2 Joseph KELLY boys coming from Liverpool, and there was a Joseph
KELLEY coming from Liverpool.
You also didn't mention whether Joseph and
Isabella had already married before they left Liverpool, or married in Halifax.

P.S. My great-grandparents were born in Liverpool,
Lancashire,
England, ~1860, and both came to Halifax as "Home Children" in 1874 and 1875. They married in Truro in 1879, and came down to
Boston,
MA, in 1881.
