Packard Heraldry

In searching for Packard heraldry, I have come across two different ones. One has a blue background and the other is a red background. I have not been able to put individuals names to either of the flags, so I'm assuming that they are for two seperate people. Does that make sense or am I barking up the wrong tree, sorry no pun intended.
Both flags are similar but not exact, that is why I think they might be for two different people.
Any help is appreciated

The College of Arms grants coats of arms for England, Wales

Here is a link telling how they are passed on and it will explain how sons of the original grantee were all entitled to apply for arms similar to their father's with some differences.
