I checked the Bastian book, (the page was actually 217 in the index, not
21), but 217 did NOT have Charles name...there may be an error, will check
it out...but, Bastian doesn't ususally give much info, so I also checked the
1860 census and found this family in Fulton:

Jacobs, Jehiel P. 59 M NY Carpenter
Anna W. 35 F OH
Jenny 13 F IL
Charlie 3 M IL

With a December birthday in 1866, Charles would still have been 3 when the
census was taken in 1870 so this is a possibility. There was one other
Charles in the 1870 census, but he was 2 and was with a family near Sterling
so is less likely.

In 1870, Jehiel and Annie were in a household by themselves. There was a
marriage of a Jenny Jacobs to a man named Shouse in 1874, but no sign of
Charlie. Did check the Fulton Cemetery books and did not find him there.

Looking for family of Charles F. Jacobs, b 12/1866. We thought in Clinton Co. IA but the 1900 U. S. Census for Tama Co., IA indicates he was born in Illinois. Possibly somewhere near DeWitt, IA. Whiteside Co., IL is a good possiblility. I note that Wayne Bastian's History of Whiteside Co. includes the name of Jacobs three times but there are no instructions on how to access his history. Page/s indicated for JACOBS; Charles 21, Royal 118, 220, 308 and William 287. Charles F. Jacobs was my grandfather and I would very much appreciate any help.

That post may have been mis-leading, the Bastian book is not a book about Bastian's, but is a book about Whiteside County, IL WRITTEN by Wayne Bastian who lived there in the 1960's time frame. I don't have any material on his family, or other Bastians!

My GG Grandmother, Elizabeth Bastian, came from Alsace-Lorraine to Chicago in 1855 at the age of 14. She was born 18 Nov 1841. Her obituary in the Russell Record (Russell, Kansas, USA) says she was from Schotweiler, but I do not believe that village exits and have assumed it was misspelled. She married William Benso in Chicago on 10 Mar 1866. I do not know who her parents were or her brothers or sisters, but have heard of a brother George and a sister Kate. Could this be the same family?

There is a town with name Scherweiler, today Scherwiller: http://atlas.mapquest.com/maps/map.adp?zoom=5&latlongtyp... Elasass-Lothringen belonged to France before 1870, and to the German Empire from 1871-1918: After the Franco-Prussian War of 1870, the area was annexed by the newly-created German Empire in 1871 by the Treaty of Frankfurt and became a Reichsland (see: http://en.wikipedia.org/wiki/Alsace-Lorraine ) Only in 1919 Elsass-Lothringen was independent - now it is France.
This could be why on one census she lists Alsace-Lorraine and on another she lists Germany.
