The reporter of a birth is mostly the father.
But not in this case. The name of the father of the child is not known.

The reporter can be everyone. Family members, neighbors, friends etc.

I actually just found this census record where he is listed. I am pretty sure this is him because these are the same people he emigrated with in 1886. I am trying to read what it says about his relation to the head of household. Some type of son?

I can't read the attachment but I think it says stepson.

The reporter on the birthcertificate is his grandfather, Abraham de Visser.
The mothers' name is not Johanna but Adriana. Abraham never had a daughter called Johanna.
Adriana de Visser married Pieter Schuitvlot on December 23 1873 in Groede.
Pieter was the son of Felix Johannis and Suzanna de Munck.

In this census, line 3, is mentioned Abraham de Visser, male, (the relation to the head of the household) is “son of the spouse” born February 6, 1872 in Groede.

So, Abraham de Visser, 1972, was the son of Adriana de Visser.

The father of Adriana de Visser was: Abraham de Visser, born about 1806.
Abraham de Visser, born about 1806, was 66 years old, when Abraham de Visser,1972, was born.
