What additional do you know about these two? A date of birth, place of birth would help. If you have knowledge of Anna after he died, "Died before 1920", that might help. The Marriage Certificate is typed, thus not subject to handwriting evaluation, but there could have been a typo or other errors. Milford could have been
Wilford? Sanford as
Sandford? Any additional you have might help.

Zickler. Was this Annie, his mother, who married
Sanford? This Annie was born April 1865 in Germany.
Other than that, any attempt without further identification of your known facts would only be speculation. There is no proof given that they lived after 1908 in Hicksville, or taking it further, that they lived in
