D'Ann,

I know there was an Otto Flynn who used to be a race car driver in Lubbock for most of the 20th century. He would have been born around 1911 and was still racing sprint cars in 1973. Not sure if he's still living, but he was very much alive in 1979. Could this be William Otto Flynn? I imagine so. And I, too, am trying to find information about him.
