If someone was born in NC and adopted in Mecklenburg County in 1979, would they definitely be on either the NC Birth Indexes 1800-2000 or the Mecklenburg county Birth Index 1865-2012?

I have the exact date of birth but my question is: would a child given up for adoption be listed with his exact birth date and birth parents' names? Was it legal to fudge the dates a bit?
