I am the wife of an adoptee who was born in Wheeling W.V. 3-21-1969. I have been trying to get the state to provide non-identifying info, but was told it may take as long as 2 years to recieve this info. I've been told that there is a birth index in the Archives, but have been unsuccessful in recruiting someone willing to go look up his information, if indeed this index even exsist. Please, will someone give me some advice as to how I should proceed from here. Thank You
