William was known as Billy Boy and was born in 1947, possibly in Leicester, England.

They were known to have lived in Leicester, Plymouth, Devonport areas - Reg was in the Navy.
Irene and the children lived at 39 Pembroke Street in Devonport in 1950 and their landlandy was Mrs V. L Woods.
Billy has other siblings.
All of the children were placed into care in 1950 in the Devonport area.
Billy and his Sister were placed into care together with the Nicholson's at Kings Lynn Norfolk, but Billy was later placed elsewhere approx. 1951 - 1954.
Billy had some scarring to his upper body/face from an early childhood accident.
