Lanark Inn in 1930s Franklin Co.

My grandfather Russell Luke owned a restaurant in the Apalachicola area in the early 1930s called the Lanark Inn. The Cuban Navy had a ship ported there and my grandfather fed the sailors on credit until he went broke and had to close the restaurant. He died in 1938 and was never reimbursed by the Cuban government. Do you believe the Lanark Inn would have been located in Apalachicola or Lanark Village? Do you know why the Cuban Navy would have been in the area? Any idea where the Cubans may have anchored their ships during the early 1930s. I know nothing about the history of the area and have never been there.
