So just wondering if Circles are just being rolled out very slowly or I have bad luck?
I have 7 DNA tests on my account, 4 from my family and 3 from my wife's.
I have 19 4th cousins my Father has 31, my Mother has 11 and my Mother's cousin has 19.
My wife has 9 4th cousins, her Mother has 36, and her Father has 7.
I have 31 pages of matches by myself... and no circles.
My tree isn't flawless but its public and filled out far better than the average one.

I use an "unknown" for my Father's Father as I believe he's an NPE (and DNA tests support this) so I do have a gap but are these circles /JUST/ tree driven or can you be attached to one through just sharing genes? Is there a good article regarding them? The blog entry I read seemed very short on details...
