FTM2012 on Windows 8.1 fully updated

How do I set the Default in FTM for "Off Line" operation?

I can get FTM to open and give me the option to set FTM to Off Line, and it shows as Off Line when I check it, HOWEVER when I close FTM and reopen it is set back to Online operation.
