My great grandmother Ruby G. Griffith Woods Shantz was born in 1880 in St. Elmo, Illinois. As a young child she was adopted by Oscar C. Woods and brought to Davenport, Iowa. I have searched and searched and am unable to find her birth records or her adoption papers. Any help would be appreciated.
