I am starting to think there may be 3 Simeon Wests in Bradford Co., PA 19th century. The blind retired farmer living with Charles and Lucy Avery is probably her father--and I think--the husband of Betsey Baxter. There is an Aaron Baxter West on rootsweb with Simeon West and Betsey Baxter as parents. Maybe Lucy is a sister.

The Simeon and Phebe West (my ancestors) came from MA after Uriah Baxter (Betsey Baxter's father) arrived in Bradford Co., so I don't think this is Phebe Baxter.
