From the article about the reunion of Fred Wegley's children that occurred in 1904 we know that one of the children who attended was Mrs. W A Mattern, and also attending was W A Mattern and children Florence and Arthur of Butler.
On the 1900 census they are living at 105 Clay street. The next house visited, probably next door, is 101 Clay street, home of Joseph Repine and his wife Mary (Amanda)Wegley.
On both of those census, William lists his occupation as Railroad Conductor.
William Mattern appears to remarry between 1910 and 1914. The new wife's maiden name is Blanche Lair, but she was previously married to Matthew McGuire and had a son, Paul Edward McGuire, with him.

I have not found Rissie Belle after this, so perhaps she died. I haven't found death records, either, so maybe she just remarried. Sonya thinks she died in 1940, but perhaps she means that by 1940 she had died.
On one of the census records, the name is listed as Arthur G Mattern. I did find a Draft Registration Card for someone the right age, but named Arthur Dee Mattern. Maybe, but I would like to see something else that connects the two.
