I found a WWI Draft Registration for Hubert Edgar Osborne whose nearest relative is Celia Osborne. He was born 26 Apr 1881 and at the time of registration (Sep 1918) is living at 11433 Ashbury in Cleveland, Cuyahoga, Ohio.

She died 24 Nov 1951 in Toledo, Lucas, Ohio. Her death certificate is available on the familysearch site.
