it essentially refers to the vlachs, who were ancient people in what is now romania who intermarried with the occupying romans and speak a hybrid langauge (vlach). The vlachs live thoughout eastern europe, including greece, and were based in wallachia, romania (which is where dracula is from). However, that does not mean that you would not be greek because your name is vlahos. It means maybe someone in your family was vlach, or a foreigner, or a peasant or shepard that took the name vlahos. Greek last names are rather fluid, and many changed them in greece, especially during the war in 1821. my family was not vlach (but we had german, ukrainian, and venetian blood livign in greece) but changed the name from flessas to vlachos, and I have been told it was to escape the turks because of papaflessas (a gggg-uncle of mine) and the war of independence. more importantly, do you know where in greece your family is from, and other names in your family. Common names like vlachos or pappas won't tell you much.
