I don't know that you're aware of this, but many of the names you mention are very Jewish. Tsibulsky and all of its variants can be found on a site
www.jewishgen.org. Moiseev is absolutely Jewish, meaning son of Moses, and not a name that would have been given to Russian Orthodox boy. Pshikh sounds like a corruption of Peisach and sounds extremely Jewish and not one bit Russian. I studied Russian. This is not a Russian name. Variants of it can also be found on jewishgen.org.
Klinevich can also be found on jewishgen.org. It is probably "son of Kline" which is another Jewish name. Kovalevich can go either way, but may also be Jewish.
I can understand why you've been having difficulty tracing your husband's line. You may just not have been looking in the right place, not realizing that these are Russian Jewish names.
I am intrigued by many similarities between your husband's genealogy and my own. My grandfather's name was Menascha Zibulsky. I had a brother Moishe (Moses) whom we called Misha and and twin brothers Pablo and Pedro. My mother's name was Dimitria and she called me Tama. We were brought to the States from Argentina and all separated.
