my father came from Estonia and as far as I know it may have a spanish origin. There are many Puga's in South America also. My father came from a town near Tallin called Tartu Estonia.

Dear Sir:
I'm from Portugal and maybe I know something from de origins of our Family:
The place where it beggins is Puga, near Toën, that belongs to Orense (ourense ,too)
The Tower Puga is there and it was the manor-house (I dont know if this is the correct traduction from the portuguese word "solar" ) from the family.
Don Vasco de Puga is the common ancestor of all the Puga.
After, one branch of the family went to the direction of Tuy and someone of those went to Sud America.
Another branch went to the direction of Salamanca, to Palencia. (And I think that a third branch rests in Puga.)
In our days the Tower Puga is residence of descendents of the family. I know a little more yet...
