Mark: I have been in communication with your father and your Aunt Judith. I am the great grandson of Elsie Peck Hammond. I have been working on this genealogy for quite some time now and have been stumped with this line. There is some speculation that William had a sister Elsie Willet Peck born 06 November 1809, who married a William Cole Sherman. If this is correct, and it is only speculative based on same middle name, then parents might be Abram Peck and Pheobe Terry. But I have not found anything to confirm this, have you?

I have also been looking at the lines of Prosper Peck and James Peck, both married wives at the Brick Reformed Church in Montgomery, Orange, NY where William is buried in the church cemetery.
