Without any dates of birth/immigration etc that is next to impossible.

So he could be expected to show up in the 1900 Norwegian census... but perhaps not using the surname "Fallan".

Your task should be to find some record or notation of what parish or church in Norway where the couple resided, married and/or were born to continue further research. Some US record somewhere could well assist you in that.
You should also post a good query to the Norway message boards. You have enough information from the links above to compose a very good query.
