Emmitt was born around 1872 most likely in Alabama. In 1910, he married a young widow named Ida Elizabeth (Rutherford) Nowling (1885 FL - 1921 FL), daughter of John W. Rutherford (1845 AL - 1918 FL) and Rutha Lucinda Enfinger (1852 FL - 1931 AL). To this union were born four children, only two of whom survived: Clarence Wilburn Neese (1912 FL - 1990 AL) and Angialou Neese (1920 FL - 2001 AL). Ida died in 1921 of kidney disease, and left her husband with two small children. Emmitt died of tuberculosis in 1925, whereupon the children went to live with their maternal grandmother, Rutha Lucinda (Enfinger) Rutherford until her death in 1931. Angialou was adopted by a family by the name of Majors. Clarence was out on his own, marrying in 1934. Emmitt's Florida death certificate lists the name of his father as George Neese, and the name of his mother is also listed, but is practically illegible. It could be Laura or Leona, and the last name could be Mulder or Miller. Census records list Emmitt's father's place of birth as South Carolina or Alabama, and his mother's as Alabama.
