His wife lived at the same address, but he didn't give her name.

He had no employment in 1942 - probably retired?

The WWI Draft Registration (Sept 12, 1918) card finds Frank Lee McCoy in Arlington, Maryland. His wife's name is Catherine and he works as a bookkeeper for Standard Oil. Birthdate is March 17, 1886 so both cards must be the same person.
