I purchased an interesting letter as part of a lot at a local antique flea market here in Texas. The letter is from the City of Lake Charles Mayor, Leon Locke, to George W. Sibley, written on Feb 12, 1930. The letter is in response to a claim that the Sibley family lost cotton presumably at the hands of Federal authorities during the Civil War. The response states that an act on Congress, approved in 1915, prevents the extension of claims arising out of the Civil War. The letter is signed by Mr. Locke.
