As I understand, canton (county) Schaffhausen may have been experiencing population growth in the early 1800's and there was a shortage of food (crop failure?) similar to the Irish potatoe famine but not as severe. Apparently village elders were paying the way for families to travel to America. This information comes to me from Kubler/Kibler family members in Siblingen and Schaffhausen, Switzerland ca. 1985.
Here's a note I sent to Dawn Kuebler on 01 November 2013 about my lineage of the Kubler/ Kibler family:
I just checked the original hard copies of my records from Schaffhausen, Switzerland and compared them to the passenger list from the ship 'Asie' that sailed from Le Havre to New York in 1834:
http://www.immigrantships.net/v14/1800v14/asia18340526.htmlPassengers #42 and 43 are my great grandparents:
#42, 'Jaques Kubler' is Hans Jacob Kubler, born in Siblingen on 08 September, 1791. He died in Fulton County, Ohio on 14 July 1853.
#43 'Susanne Kubler' is Susanna (Meister) Kubler, born in Merishausen on 01 January 1787. She died in Fulton County on 08 December 1870.
According to the printed records I'm looking at, Hans Jacob and Susanna Mesiter Kubler had 7 children. Their names are confirmed by the link I sent you though Hans Jacob and Susanna's ages are off by a few years: The children are, from oldest to youngest,
Maria
Jakob
Elisabeth (Lizzie)
Hans Georg
Susanna
Hieronymus (Moses)
Melchior (born en route to Le Havre because he doesn't appear in the Siblingen church or 'canton' (county) records.

And a previous note the day before:
Thanks for your e-mail. The Kubler family that I trace my lineage through (Kibler) came to New York from Schaffhausen, Switzerland, then through Le Havre, France, in 1834. I have a copy of the ship's manifest-- the ship was called the 'Asie'-- and here is a link to the information:
http://www.immigrantships.net/v14/1800v14/asia18340526.htmlHere is a link to various ships' date bases/ passenger lists for immigrants with German roots. You may find the ship "Le Frances" (Francis??) here:
http://www.germanyroots.com/ships/ships.php?lan=enI'm not certain whether our family originates from the same direct Kubler family, at the same time. The first Kubler from my lineage arrived in New York in 1834 on the Asie. I do have copies of all the Swiss records 'my' lineage of Kublers going back to the 1500's in Switzerland, tracing directly through the Swiss immigrants aboard the 'Asie'. Let me know how I can help you in your search. I look forward to your reply.
