Let me start with what is known by wills or settlement of estate papers.
Samuel Isaacks' {b1674} kids; (by his will P1)
1 Samuel Isaacs b1705
2 Elisha Isaacs b1708
3 Mary Isaacs b1715 {husband Thomas Hill}
4 Margaret Isaacs b1720 {husband Alexander Seuter}
Samuel Isaacs {b1705} kids (by his will P2)
1 Godfrey Isaacs b1732
2 Elijah Isaacs b1735
3 Jane Isaacs
4 Rebecca Isaacs
5 Mary Isaacs
6 Elizabeth Isaacs
Elisha Isaacs {b1708} kids {by his father's will P1}
1 John Isaacs b1728
2 Elisha Isaacs b1729
Elijah Isaacs {b1735} kids {by his will P3}
1 Samuel Isaacs b1759
2 Rebecka Isaacs
3 Abbee Isaacs
4 Jinny Isaacs
5 Winny Isaacs
6 George Isaacs {under 21 in 1799}
Samuel Isaacs {b1759} kids {by his settlement of his estate papers}(P4)
1 Elijah Isaacs b1778
2 Peggy Isaacs b1780
3 Sarah Isaacs b1786 {husband Lewis Shelton}
4 Elizabeth Isaacs b1789 {husband William Brown}
5 Abagail Isaacs b1790 {husband Bailey Rains}
6 John W. Isaacs b1795 {b1795-1804 by the 1820 census}
So with what we know about James R. Isaacs: b1799 in NC we can rule out all of Elijah Isaacs' {b1735} kids as being James R. Isaacs' father. George Isaacs being born 1778 to 1799 and was living in SC in 1800 he is out. Samuel Isaacs b1759 didn't have a son named James and Samuel's son Elijah didn't have a son named James. Then there is Samuel's {b1759} son John W. Isaacs, he was born about 1795 (P5) so he was to young to be James' father. Tough some people try to link John W. with the John Isaacs who was in Rowan Co. NC who married Anny Allen in 1792. That John would have been born about 1770. I think that John is most likely a son to Godfrey Isaacs b1732.
So with Elijah Isaacs's {b1735} being ruled out as James R.'s father that only leaves Godfrey Isaacs {b1732} kids or Elisha Isaacs {b1708} kids. Godfrey Isaacs was in the Surry/Wilkes/Rowan Co. NC area. Godfrey's son Elisha was in Surry Co. NC in 1800 and then there was the John Isaacs who was in Rowan Co. NC in 1800.
There was an Elisha Isaacs in Wilkes Co. NC in the 1770s who some say was the Elisha Isaacs b1708 but he would have been to old to have been in the Rev. War so it is most likely he was Elisha's son born about 1729. He could have been John Isaacs {Rowan Co. NC} father.
So the odds are that Godfrey Isaacs was James R. Isaacs' grand father and either Elisha Isaacs {Surry Co.} or John Isaacs {Rowan Co.} was James R. Isaacs' father.
