I found this in the Biennial Report of the Attorney General of the State of Kansas, Volume 9 By Kansas. Office of the Attorney General in the requistions section beginning on pg 46
"During my term of office, requistions have been issued upon governors of other states for the following named persons and the crimes charged, to wit:"......

On the governor of ____________[sic], for Calvin D Hulbert, for the crime of grand larceny. Application from Jewell County.
Maybe this has something to do with his changing his name and living in Mexico for a while.
