Thomas and Eliz Garvey - Census says "from Ireland" - Now what?

Surnames: Garvey, Burns
Looking for some advice on what my next step should be. My Great Grandmother was Julia Garvey, b 1863 in Urbana, Champaign Co., Ohio. Her parents, Thomas Garvey and Elizabeth Burns (or Byrne) were both from Ireland, arriving sometime before 1860 when they first appear in the US census. But I have no idea from where in Ireland. Thomas and Elizabeth died in 1908 and 1906, respectively, and Julia passed away in 1921, so everyone who knew them personally is long gone. Naturalization records are my next stop, but where else should I look next for clues as to where they were from in Ireland? An aunt thinks they were from Co. Cork, but she has no real evidence, just family legend. If I can identify the ship they likely came on, are there records in Ireland that might have some clue to emigrants' origins? Thanks
