Phyllis Browning was my fathers half sister, the daughter of Jesse Browning and Hallie Frakes Browning, born in West Virginia in about 1929. Hallie died when Phyllis was a year old in 1930. As of the 1940 census Phyllis is listed as living with her grandparents William and Emma Frakes and her uncle Madison Frakes on Williams St. in Rising Sun. Madisons wife was Lucille, who worked at a box factory. Jess lived in Cincinnati with his older children in 1940. I believe that Jess remained close to the Frakes family.
