I did a few google searches on Frank Fowler, Frank M Fowler, and the relatives and didn't turn up anything that looked like a lead. I would think that the church where his sister and parents are buried would be your best bet.

Usually churches have some records of the parishioners buried there so they may know someone you can reach out to.
