Ellen Eptlett - missing from the 1911 census

Ellen Eptlett (nee Foster) born about 1876 Lancashire does not appear to be on the 1911 census. She is alive at the time of the census, as she remarries later that same year to Thomas Tudor. She may be in an institution, as she has had to give up her children to a Poor Law School (I found them mistranscribed on the census).
Since my original post, I have obtained copies of her sons' school admission records which clearly state "mother in the union" - presumably the workhouse. However, I have searched using variants of her married name, her maiden name, checked all her identifiable siblings' census records, in both Lancashire and Staffordshire (where her deceased husband was born) but without success.
Any ideas?
