http://www.census.pro.gov.ukI have found the James Eltham I mentioned some time ago (aged 37 in 1901). He is married to Sarah from Calne, Wiltshire which confirms I had the right entry from the BMD index. They are living in Wantage at the time of the census. They have several children Jessie 13, Henry 11, Florence 9, Elizabeth 5, George 4, Dorothy 2 and Winifred 3 months. No sign of a Bill but he might have been born after 1901. This would make your George's birth late 1896 to early 1897. James's occupation is given as painter and house decorator. Oddly enough he also seems to appear in Abingdon on the same census as a painter's journeyman. I suspect he was actually working away from home and lodging in Abingdon on census day, but his wife also included him on the census form at his home.
