I came across this old post. I hope you're still researching. Mtawa is not a state, they are more than likely referring to a larger town called Mława. It is in the modern state of Mazowieckie, Poland. Sometimes in old documents, in Polish, when they put the cross through the 'L' it looks like a 'T'. The best to my knowledge, this area was settled by the noble Cywinscy's from Lithuania in the 1300-1400s. They were granted titles for 7 or 8 settlements in the district.
Researching your ancestor Adam in Mazowieckie might be a little tricky. After 1867 all documents were written in Russian. Most people have a difficult time trying to figure out the Cyrillic alphabet; especially when you have to translate it back in to Polish before English. I don't speak Russian, so my notes on the Cywinski's ends at 1867. There are still Cywinski's living in Gralewo around the time your ancestor was born.
