Sorry Heidi, that will teach me to comment on the road when I don't have access to my books.
Representative Men has a section on the Burrillville Blys - Otis Washington Bly, George and others, but not Horatio. The Bly references are on page 2012, and the book is online at archive org. Bly is listed in the index as Bligh. It seems Bly is one of those names that is often overlooked in indices probably because it's too difficult to sort out Bly from bly (as in probably). I find I have to download the files in PDF and search the full text on most of these books. I usually split the big ones into two files so the search doesn't fail.

You were right, the reference to Horatio and his parents William and Sussanna are in Cutter's Genealogy Vol IV so it will be frowned on by the society... His bio shows up in some of the older versions of this book under Ely though many versions have corrected that entry.
I hate to see these organizations throw out reference materials as "non essential" due to errors. There is a nice biography on the family there.

I run across so many errors in the Millennium files that I usually ignore them as a reference myself. I do think the oldest references should be given some nod of qualified acceptance as they are many generations closer to the ancestor. They just need further proof rather than to be completely thrown out. Just my opinion of course and of absolutely no value in this argument.

I recently ran across papers in the New Bedford Whaling Museum on Blys. It is possible there would be similar original documents to be found in Newport local museums.
