That is the same family that I am referencing. It has all of the information that I have found currently. My relative knew nothing about this side of her family, why I'm trying to help. I actually have found a lot in regards to Annie's (George's mother's family), but finding anything in regards to his White-Father is proving difficult, considering that he was more than likely born illegitimately, but at the same time Annie took the Baker last name (shown in the last census you mentioned), so I'm unsure. The male Williams in this census are indeed her brothers, making her maiden Williams. I am now able to trace the family back to a, currently unknown, female that was born in Africa.
The Smith's I have still been unable to make the connection as to how they relate to this family. On the death certificate for Annie's mother Nancy Brown or Adkins (finding information that supports both of these last names for being her maiden name. Her parent's are listed as Henry Brown and Fannie White, but her marriage record list Adkins as her last name. Adkins is also seen on other records where Annie and her sibling's lived with their grandmother, last name Adkins). Anywho, on Nancy William's death record a Mary Smith signature is seen on it, not sure who she is or how she connects either.
The last census you have listed with the surname Statts, it has the Willie Statts also listed as a son of Annie and that his wife, Irene, is her daughter-in-law, all of which leads me to assume that at one point in time Annie had been married to someone by the last name of Statts. I haven't been able to find in proof of that, so that's just my personal assumption.
A question I have for you, in regards to George's paternal side, which I am trying to locate. I noticed, while looking through a Census that a white George Baker and his family, were roomers nearby Annie's family. I know it may be a leap, but would it be safe to assume that this maybe his father? The age of this George is correct as well. And I know that it's not uncommon for people to name their children after family members.
