I would suspect that the William Bailey listed in the 1900 Hart Co., GA Census in the household of Griffin Bailey is probably the illegitimate son of Annie Bailey or Lucie Bailey also listed in the same household.

Annie & Lucie were the illegitimate daughters of Griffin Bailey and Martha Dunn-Rumsey, however, I do not have any further information on William Bailey.
