The Cemetery Keeper has records of most burials in Gib. His office is by the cemetery.

You'd also need to go to the Government Secretariat Births, Deaths and Marriages records and

The various Church archives - Catholic Cathedral, and King's Chapel.

You might also try the Goverment Archives (not far from the Secretariat).
