SLAYERS DRAW LOTS: ONE to DIE, ONE FREED

La Paz, Bolivia, Feb 22 -(AP)-

Francisco Mamani, Thursday drew the black ball from the "Anfora Reos"-
criminal vases- and under Bolivian law must die while his partner in
murder lives.

Mamani and Jose Zegarra, convicted of lynching Domingo Quispe, drew
lots as specified in a statute which provides that when two or more
persons are convicted of murder only one must die for the crime. They
were convicted of taking the law into their own hands and killing Quispe
after the latter robbed Mamani, then set fire to Zegarra's home.
