I am interested in discovering Alexander's parents. I have him on my tree through his marriage to Emily Kay. I am also descended from Jesse Hartup (1830-1875) and would like to know if Alexander is desecended from that line also. I have been unable to find any record of Alexander's parents

Historical Death Index has been extended to 1988 in Victoria. Why not purchase his 1986 death certificate. You will need to search to find the registration number and then you can purchase online and download immediately.

You need the death cert but you could also have a look at the electoral listings for the HARTUP's at Creswick in the 1920's and later.
