As you may already know there is an alternative to the James Ballard described in the death notice mentioned in my post of 20.03.2011.
A James Ballard arrived in Hobart on 12.07-1848 aboard the Bangalore, convict ship as Convict No. 20681. He had been convicted of highway robbery and sentenced to 15 yrs. His trade is given as basket maker and in 1852; he applied for permission to marry Ellen Crawley, herself a transportee who arrived on the Earl Grey in 09.05.1850.
In relation to your enquiry, the records of this James Ballard confirm he had a brother John.
