Does anyone have access to the records?

If so I'm looking for a Thomas Ward born abt: 1870 in Brisbane QLD. Family gossip says he passed away in the asylum in the year of 1945 due to alcoholism.

Even if no-one does have access to these records, would someone be able to tell me how to?
