I am sure that is him. He was in the navy about then. Good find. Is he married? John and 2 siblings were put in an adoption centre by their parents, after which they were put on an orphan train and moved all over the states. In 1910, he was in Nebraska and in 1930 in Oregon. Then Wyoming 1933. Wonder where he was in 1940 but might find out soon.
